What happened
Pakistan completed its first Panda bond issuance in China’s onshore capital market, raising RMB 1.75 billion, equivalent to about $250 million, through a three-year fixed-rate instrument, the finance ministry and the adviser to the finance minister announced. The development, reported on 15 May 2026, made the bond Pakistan’s first renminbi-denominated sovereign issuance in China’s onshore market.
Adviser to the Finance Minister Khurram Schehzad said the issuance drew investor demand of more than RMB 8.8 billion, about $1.26 billion, an oversubscription of more than five times. He said demand for the inaugural tranche alone exceeded Pakistan’s entire planned Panda bond programme of RMB 7.2 billion, about $1 billion equivalent, and that the strong order book allowed a 2.5 per cent coupon.
Why it matters
The sale marked Pakistan’s entry into a major onshore capital market and was described by officials as a reflection of confidence in the country’s economic outlook and reform path. The 2.5 per cent coupon was well below the yields Pakistan pays on its outstanding dollar bonds, making the Panda bond a comparatively low-cost source of foreign-currency financing. The issuance drew multilateral support. The Asian Development Bank said it and the Asian Infrastructure Investment Bank had collaborated to support Pakistan’s first Panda bond, a sustainable development bond backing a Sustainable and Green Infrastructure Project. The ADB said it was the first bond with less than 100 per cent guarantee coverage to achieve a domestic AAA rating, a structure it said could serve as a precedent for using partial credit guarantees to mobilise private capital for emerging markets.
What is still uncertain
The ministry and Schehzad did not disclose the final allocation among investors, the detailed use of the proceeds beyond the green-infrastructure framework, or the timetable for the remaining tranches under the planned programme.
