Reporting snapshot · 18 October 2026 (Asia/Karachi). The federal government on Saturday formally notified 48 Area Representative and Development Council (ARDC) members from 12 districts under governor's rule in Khyber Pakhtunkhwa. Shaukatullah Khan of the Tarkani tribe from Bajaur was named chairman and Malik Khan Marjan of North Waziristan vice chairman. The arrangement still faces political opposition and pending court cases.
What happened
The federal government on Saturday formally notified the establishment of the 48-member Area Representative and Development Council across 12 districts of Khyber Pakhtunkhwa as Governor Faisal Karim Kundi consolidated his administration of the province, The Express Tribune reported. Shaukatullah Khan of the Tarkani tribe from Bajaur was appointed chairman and Malik Khan Marjan of the Wazir tribe from North Waziristan vice chairman.
According to the government, the move was intended to give local communities a direct role in developmental decision-making and to ensure closer oversight of regional development projects. The Area Development Secretariat said the entire nomination process was completed through extensive consultations with local jirgas, held with the full cooperation of the respective district administrations. Names emerging from the jirgas were vetted by the additional chief secretary, then forwarded through the K-P chief secretary and the governor to the federal Cabinet Division for final approval.
Where this fits in the storyline
Saturday’s notification is the next installment of the process that began with the federal government’s 11 October proclamation of emergency and governor’s rule under Articles 232 and 234, which Al Jazeera reported would initially last six months. KhabarWire’s 12 October account covered the council-of-advisers that runs the province day-to-day; the 15 October report on the joint sitting covered the Article 232(7) ratification; the 13 October write-up covered the federal monitoring committee and the first petitions. The K-P emergency hub collects the full set.
Saturday’s development is a distinct turn: the framework, the provincial administration and the parliamentary cover have all been in place for days, but the federal notification putting the named members — and a chair and vice chair — into law is the first operational hand-off. The previous article on K-P’s emergency monitoring noted that the ARDC nominations were still being processed; Saturday’s notification closes that loop and opens the question of what the council will actually do.
Who is on the council
The notified council members come from the 12 districts that fall under the Area Development Secretariat: Dera Ismail Khan, Tank, Lakki Marwat, Bannu, Bajaur, Mohmand, Khyber, Kurram, Orakzai, North Waziristan, Upper South Waziristan and Lower South Waziristan.
Bajaur’s Tarkani tribe was represented by Shaukatullah Khan (chairman), Shahabuddin Khan, Malik Sultan Zeb and Haji Lali Shah. Mohmand sent Malik Fayyaz Khan of the Khadikhel Khozi, Malik Nadir Manan of the Bazai and Malik Sahib Khan Amber of the Utman Khel. Khyber’s representation included five Afridi elders: Malik Abdul Razzaq, Malik Izzatullah, Malik Salahuddin, Malik Zahir Shah and Sherin Khan.
Kurram sent Munir Hussain Bangash of the Bangash, Malik Abdul Wali Khan of the Ali Sherzai, and Malik Zameen Hussain, Syed Wali Syed Mian and Ehsanullah Ehsan of the Turi. Orakzai nominated Lal Man Shah of the Ali Khel, Syed Fakhar Abbas of the Syed tribe and Faizullah of the Mashti.
North Waziristan was represented by Malik Khan Marjan (vice chairman), Malik Nasrullah and Malik Haji Sher Muhammad of the Wazir, along with Mufti Misbahullah Khan of the Dawar and Malik Habib Khan of the Dawar Darpa Khel. Upper South Waziristan nominated Saleh Shah of the Qureshi Mehsud, Malik Irfanuddin Ahmed Burki of the Burki, and Malik Muhammad Roman Mehsud and Malik Ramtal Khan of the Mehsud. Lower South Waziristan sent Malik Alauddin Wazir, Malik Jameel Toji Khel and Malik Moinuddin Wazir, together with Malik Sardar Abbas of the Suleman Khel.
Bannu was represented by Baz Muhammad Khan and Maulana Abdul Ghaffar Qureshi of the Bannuchi, and Malik Sherin and Malik Ehsan Khan of the Wazir. Dera Ismail Khan’s members were Abdul Haleem of the Qasuria, Sardar Aghaz Khan of the Gandapur, Sardar Ibad Khan of the Sherani and Qaiser Khan Advocate of the Mian Khel. Tank sent Nawabzada Abdul Wahab of the Kati Khel, Abdullah Nangial of the Mehsud and Irfanullah Kundi of the Kundi. Lakki Marwat sent Maulana Umar Ashrafi of the Bettani and Malik Idris Khan, Najeebullah Khan and Rehmatullah, alias Matti, of the Marwat.
What the council does
Under the federal Gazette notification, the ARDC operates under the supervision of the Area Development Secretariat, in coordination with federal and provincial authorities, security forces and law-enforcement agencies. The council elects its own chair and vice chair, meets every 15 days and can convene whenever required. Its members also serve on district coordination committees.
The council will identify development projects based on local needs and submit recommendations to the federal government. It will also review law and order, recommend measures to counter terrorism and illegal activities, and propose improvements in governance, public safety and basic services. According to the government, the arrangement aims to strengthen local representation and ensure more effective delivery of development and security initiatives.
How the membership was chosen
The Area Development Secretariat said deputy commissioners across all 12 districts facilitated the jirgas, during which communities identified “preferred and influential tribal elders” through consensus. Officials told The Express Tribune that the names underwent careful initial scrutiny by the additional chief secretary and administrator of the ADS before being forwarded to the K-P chief secretary. Governor Kundi then sent the final list to the federal government.
What is still uncertain
Three questions remain open. First, the Peshawar High Court is due to hear petitions challenging the emergency on 20 October; the legal standing of everything done under it, including Saturday’s notification, depends in part on that outcome. Second, the order says the council may propose and review law-and-order measures, but whether it can direct police operations in the 12 districts or only recommend has not been spelled out. Third, the ARDC’s first meeting under the new chair and vice chair has not been scheduled.
