What happened on Saturday night
Pakistan’s federal government on Saturday night moved closer to a decision on Khyber Pakhtunkhwa, convening separate meetings at Aiwan-e-Sadr and the Prime Minister’s House that produced a procedural timetable for Sunday and next week, The Express Tribune reported.
President Asif Ali Zardari met Prime Minister Shehbaz Sharif at the Presidency on Saturday night with Deputy Prime Minister Ishaq Dar, Adviser Rana Sanaullah, Interior Minister Mohsin Naqvi, Attorney General Mansoor Usman Awan, Law Minister Azam Nazeer Tarar and Senator Sherry Rehman. The Presidency said on X that the two leaders “agreed in the meeting to convene separate sessions of the National Assembly and Senate on Tuesday”, The Express Tribune reported.
Separately at the PM House, Shehbaz hosted JUI-F chief Maulana Fazlur Rehman. The Prime Minister’s Office said the meeting discussed “important national and political matters”, and the JUI-F said the PTI leadership had been taken into confidence before the talks, The Express Tribune reported.
President Zardari then met K-P Governor Faisal Karim Kundi and Interior Minister Naqvi, with the Presidency saying they had briefed him on the deteriorating law and order situation in K-P. In an X post after the meeting, the governor wrote: “KP has sacrificed enough. Protecting lives and defeating terrorism must take precedence over political interests”, The Express Tribune reported.
The Sunday cabinet and Tuesday parliament
The federal cabinet has been convened for 9:30 AM on Sunday to discuss the K-P situation and constitutional options, The Express Tribune reported.
The Sunday cabinet session follows Saturday night meetings but is the first formal cabinet consideration of K-P options. If the cabinet acts, President Zardari would still need to proclaim an emergency under Article 232 or advise the governor on Article 234 — a step that requires a joint sitting of parliament, Geo News reported.
Minister of State for Interior Talal Chaudhry told a private television channel late on Saturday that a “detailed discussion” of the emergency option had taken place. “It’s definitely not a praiseworthy move and for a political government such a measure is always a last resort,” he said, adding that “different levels and options of an emergency as well as other constitutional options had been discussed” and that the situation was moving toward “the last option”, The Express Tribune reported.
Where Fazlur Rehman fits in
Fazlur Rehman has re-emerged as a potential mediator between the Centre and PTI. He held a telephone conversation with Shehbaz earlier on Saturday and then met him at the PM House later the same day. JUI-F spokesperson Aslam Ghauri said Fazl “remained in regular contact with the PTI leadership and had taken it into confidence as part of efforts to ease political tensions in the country”, The Express Tribune reported.
Speaking to The Express Tribune, PTI Secretary Information Sheikh Waqas Akram said the party would welcome “a positive and effective role” by Fazl and “would appreciate his efforts”, The Express Tribune reported.
Federal Minister for Kashmir Affairs and Gilgit-Baltistan Engineer Amir Muqam, also speaking on Saturday, called for governor’s rule across K-P, citing what he described as “the provincial government’s failure to maintain law and order and establish its writ”, The Express Tribune reported.
The Tank attack and K-P Police warnings
The Saturday-night sequence was preceded by a targeted killing in Tank district on Saturday. Election Commission of Pakistan Director General Shamshad Akhtar was shot dead by unidentified gunmen, an attack the ECP described as targeted and for which it called on the government to take effective measures to protect government employees, The Express Tribune reported.
Hours later, K-P Police issued written operational guidelines warning against participation in “unlawful gatherings” and saying those involved in vandalism, violence or disrupting law and order would be dealt with “strictly in accordance with the law”. Special arrangements were directed for police stations, government buildings, banks, petrol pumps, commercial centres and major roads, with protests and related activities to be video-recorded, The Express Tribune reported.
