What happened
Pakistan and China on Monday signed three memoranda of understanding (MoUs) to strengthen cooperation in water desalination, agricultural technology and the tea industry.
President Asif Ali Zardari, who is on a week-long visit to China until 1 May, witnessed the signing between Pakistani and Chinese entities. The first MoU was concluded between the Sindh local government and Lucion Environmental Technology Group for a seawater desalination project in Karachi aimed at increasing the city’s water supply. It was signed by Sindh Senior Minister Sharjeel Inam Memon and Lucion Group Chairman Yuhui, also the secretary of the Party Branch.
Memon also signed an MoU between the Sindh local government and Long Ping Hi-tech Information Company for agricultural technology cooperation, with the firm’s chairman Chen Zhixin. The third MoU was signed between Meskay & Femtee Trading Company, Hunan Tea Group and Jiaolong International Technology (Hainan) to promote cooperation across the tea industry and strengthen economic, trade and people-to-people ties. It was signed on the Pakistani side by Senator Saleem Mandviwalla and on the Chinese side by Hunan Tea Group Chairman Zhou Chongwang and Hao Jiaolong, chairman of Hainan Jiaolong International Trade Technology.
MNA Naveed Qamar, Sindh Chief Secretary Syed Asif Hyder Shah and Pakistan’s Ambassador to China Khalil Hashmi were present.
Why it matters
The agreements focus on practical cooperation in sectors that matter to Pakistan’s water security, farm productivity and export trade. Karachi has long faced water shortages, and the desalination MoU is aimed at augmenting supply for the city.
Separately, President Zardari conferred the Sitara-i-Pakistan award on Professor Pan Xiangbin in Changsha, recognising his contributions to cardiac care, including treatment of Pakistani children with congenital heart disease and training of local medical professionals, the Presidency said. On Sunday, the president had expressed Pakistan’s interest in closer collaboration with China on seed technology, agricultural research and modern farming during a meeting with the Hunan party secretary, and visited heavy equipment manufacturer Sany Heavy Industry and the Hunan Tea Group in Changsha.
What is still uncertain
The MoUs were framework agreements. The reports did not give investment values, timelines or binding commitments for the desalination plant, the agricultural technology programme or the tea-trade cooperation, so the practical scale of the cooperation remains to be set out.
