The Foreign Office gave no dates for outcomes or signing ceremonies, and Bahraini statements carried by the Pakistani press stopped short of naming specific agreements, so this account sets out who is meeting, what is on the agenda, and what remains unconfirmed.
What was announced
Pakistan’s Foreign Office said on Wednesday, 7 October 2026 that Bahrain’s Foreign Minister Abdullatif bin Rashid Al Zayani had arrived in Islamabad on a two-day official visit at the invitation of Deputy Prime Minister and Foreign Minister Ishaq Dar. He was received at the airport by Economic Affairs Division Secretary Muhammad Humair Karim and Additional Secretary (Middle East) Zahid Hussain, the FO statement carried by Geo News said.
In a post on social media platform X, the Ministry of Foreign Affairs said the visit “reflects the close, cordial and brotherly ties” between Pakistan and Bahrain and “underscores the shared commitment to further strengthening bilateral cooperation.” During the two-day visit, the FO said, DPM Dar and his Bahraini counterpart will co-chair the third session of the Pakistan-Bahrain Joint Ministerial Commission (JMC).
The two sides “will review the entire spectrum of bilateral relations and discuss ways to further strengthen cooperation across diverse areas of mutual interest, including trade, investment, economic cooperation, defence and security, labour and manpower, and cultural exchanges,” the FO statement added. DPM Dar and FM Al Zayani will also exchange views on “regional and international developments of mutual interest and cooperation at multilateral forums,” the FO said, framing the dialogue in general terms rather than flagging any single deliverable.
The FO added that “Pakistan and Bahrain enjoy close, brotherly relations founded on shared faith, common values, mutual respect, and longstanding people-to-people links,” and said the two countries maintain “regular high-level exchanges and close cooperation across a wide range of areas.”
Who is meeting and on what schedule
Al Zayani is visiting at Dar’s invitation rather than as part of a reciprocal state visit, the FO confirmed, and the Pakistan Today account of the same day described the schedule as a two-day visit centred on the JMC co-chairing in Islamabad. There was no immediate readout from Bahrain’s ministry of foreign affairs in the Pakistani press beyond the airport welcoming party.
DPM Dar chaired an inter-ministerial meeting earlier in October to review preparations for the Pakistan-Bahrain JMC and directed the relevant ministries to “finalise preparations in close coordination and pursue concrete outcomes,” Pakistan Today reported. The two foreign ministers last met in September on the sidelines of the United Nations General Assembly in New York, where they discussed bilateral relations and the forthcoming JMC session, and exchanged views on regional and international developments.
Where the JMC sits in the bilateral calendar
The JMC was established in 2014 during King Hamad bin Isa Al Khalifa’s three-day visit to Pakistan, the Pakistan Today account noted, framing the mechanism as the main standing platform for high-level economic and security coordination between the two governments. The second JMC session was held in Manama in July 2021, when the two countries signed a memorandum of understanding to promote business between the two countries.
Al Zayani’s visit follows President Asif Ali Zardari’s four-day official trip to Bahrain in January 2026, which the Foreign Office framed as focused on trade, economic partnership, defence and security, and people-to-people ties, with meetings with King Hamad and Crown Prince and Prime Minister Salman bin Hamad Al Khalifa. It also comes months after the Bahrain National Guard commander, General Shaikh Mohammad Bin Isa Bin Salman Al Khalifa, visited Pakistan in June and met the country’s tri-services chiefs, where the two sides discussed training and capacity-building, Geo News noted.
The JMC session will be reviewed in the context of the broader Gulf security picture, including the operationalisation of the Makkah Alliance for Defence pact agreed in Riyadh on 5 October, in which Pakistan, Saudi Arabia and Türkiye decided to implement collective-defence commitments and rapidly deploy agreed forces in the Kingdom.
What is on the table
The FO listed trade, investment, economic cooperation, defence and security, labour and manpower, and cultural exchanges as the agreed agenda items. The phrasing is broad, but four working areas have been the focus of recent bilateral work.
Trade and investment. The prospective Pakistan–Gulf Cooperation Council (GCC) Free Trade Agreement remains the framework expected to lift bilateral commerce; Manama is among the smaller GCC economies by population but a longstanding host of Pakistani expatriate labour and a long-standing destination for Pakistani exports in food, textiles and services. The JMC will not itself sign the GCC FTA, but is the venue at which Pakistan typically reconfirms its interest in concluding the broader pact.
Defence and security. Bahrain hosts the US Navy’s Fifth Fleet and is part of the combined maritime forces that have been responding to attacks on Gulf shipping since the start of the US–Israeli war on Iran. Pakistan’s interest in defence cooperation with Bahrain has historically been expressed through training and capacity-building, and the June visit by the Bahrain National Guard commander pointed to that strand being prioritised this year.
Labour and manpower. Bahrain is home to a sizeable Pakistani community, and labour mobility has been a recurring talking point in bilateral exchanges. A labour-mobility memorandum of understanding has been on the bilateral wishlist since at least the January 2026 Zardari visit, although none has been publicly signed to date.
Regional issues. The FO said the two sides will exchange views on “regional and international developments of mutual interest and cooperation at multilateral forums.” That language covers the working-level dialogue Pakistan maintains with Bahrain at the United Nations and on Gulf maritime security questions, including Houthi attacks on shipping in the Bab al-Mandab Strait, where Pakistan and Bahrain have spoken jointly in UN forums.
What is still uncertain
The FO did not list delegation members, schedule, or any specific agreements expected to be signed, and Bahraini readouts carried in the Pakistani press stopped at headlining the arrival and the agenda. It is also not yet clear whether the visit will produce a memorandum of understanding on labour mobility — a recurring demand from Pakistani workers in Bahrain — or on counter-narcotics cooperation, where Bahrain’s interior ministry has been the active counterpart since 2025. Outcomes are typically released only at the end of the visit, and the FO’s 7 October release framed the trip in general terms rather than as a deal-making stop.
The Bahraini foreign minister’s two-day visit will end on 8 October, and a joint statement or readout from the Foreign Office is expected at the conclusion of the JMC session.
