What happened
Authorities in Pakistan’s Punjab province issued a flood warning for the Chenab river after India announced it would open the spillway gates of the Salal Dam for silt flushing, Dawn reported on 22 May.
Sialkot Deputy Commissioner Saba Asghar Ali told Dawn that an advisory had been issued by India in view of possible silt flushing at the Salal Dam on the Chenab from 21 to 30 May. She said the water level in the Chenab could rise by two to three metres because of the opening of the spillway gates.
A high alert was issued for the Marala Barrage near Sialkot and adjacent areas, especially Bajwat. The deputy commissioner said the district emergency control room had been activated and appealed to residents to avoid unnecessary visits to rivers and canals.
She directed all relevant departments to monitor the river around the clock, restrict public movement on the banks and stop people from taking animals into the riverbed. She also ordered that barrage gates, the telemetry system and flood safety arrangements be kept fully functional, and that communication between the Provincial Disaster Management Authority, the meteorological department and other district institutions be strengthened.
Why it matters
The Chenab is one of the rivers covered by the 1960 Indus Waters Treaty. India placed the treaty in abeyance after the April 2025 Pahalgam attack, and releases from Indian dams on the western rivers have drawn Pakistani objections since.
On the same day, Pakistan’s Foreign Office said it rejected India’s dismissal of a supplemental award issued by the Permanent Court of Arbitration on 15 May concerning the treaty, calling India’s position legally untenable and saying the treaty remained in force.
24NewsHD reported that flood alerts were also issued for Faisalabad, Jhang, Toba Tek Singh and Chiniot, and that Rescue 1122 teams were placed on standby.
What remains uncertain
The advisory described the releases as silt flushing and did not indicate that they were intended as a deliberate flood. The projected rise in the river level was an estimate by provincial and district officials, and no flooding had been reported at the time of publication.
