What happened
The National Assembly passed the Finance Bill 2026-27 on Tuesday, 23 June 2026, approving a federal budget with a total outlay of Rs18,771 billion for the fiscal year beginning 1 July.
Finance Minister Muhammad Aurangzeb moved the motion for consideration of the bill. The House rejected all 63 amendments moved by the opposition across seven clauses before approving the government’s financial proposals. Opposition members, including National Assembly Opposition Leader Mehmood Khan Achakzai, staged a walkout during the debate, while Jamiat Ulema-i-Islam-Fazl members stayed in the House.
The Finance Bill revises customs and tax rates on vehicles, including lower duties on several imported categories and a customs duty of 30% to 40% on larger electric vehicles. A concessional 10% sales tax will apply to children’s pencils, pens and sharpeners.
From 1 July, income tax returns must be filed electronically through the Federal Board of Revenue’s Iris system, and companies must submit financial statements in machine-readable format. The bill also tightens compliance: a first failure to comply with an FBR notice carries a Rs1 million fine, with repeated violations attracting penalties of up to Rs2 million, while disrupting the FBR’s electronic tax monitoring system may be punishable by up to five years in prison. The FBR will offer a rebate of up to Rs30 million to businesses that install the electronic system.
Taxpayers accepting an “algorithmic settlement” mechanism may file revised returns without prior approval from the commissioner and will face no separate penalty or surcharge.
The budget’s largest allocation is Rs8.054 trillion for mark-up payments, followed by Rs3 trillion for defence and Rs1 trillion for the federal development programme. The government set an economic growth target of 4% and projected average inflation of 8.2% for FY2026-27.
Why it matters
The budget is the third of the current five-year term and was framed around easing some taxes on the salaried class and the property sector while widening the tax net through digital compliance. In the House, Prime Minister Shehbaz Sharif said a ceasefire between the United States and Iran was in place under the Islamabad memorandum and that technical talks would continue for 60 days. He also rejected opposition claims that his government lacked legitimacy, saying that if the 2018 election was legitimate then so was the current government.
What is still uncertain
The government must finance a deficit through domestic and foreign borrowing, including planned Euro and Panda bond issuance, and the revenue impact of the revised duties and the new compliance regime will become clear only after implementation. The opposition has rejected the budget and its objections remain unresolved.
