What happened
Prime Minister Shehbaz Sharif held a telephone conversation with Azerbaijani President Ilham Aliyev on Saturday, 10 October 2026, during which the two leaders agreed to convert their long-standing political understanding into a stronger economic, investment and trade partnership, and to roll Pakistan’s Asaan Khidmat one-window service-centre model out across the country with Azerbaijani support, Pakistan Today reported on 11 October 2026. The call was confirmed by the Prime Minister’s Office and by the prime minister on X on the same evening.
According to the PMO statement carried by Pakistan Today, the two leaders “reviewed bilateral relations and agreed to convert their strong political understanding and goodwill into a closer economic, investment and commercial partnership”. Both leaders “expressed satisfaction at the growing momentum in multifaceted cooperation” and “reaffirmed their shared determination to translate the exceptional political goodwill and understanding into a mutually beneficial economic, investment and commercial partnership”. The same statement said both leaders reviewed ongoing initiatives and “expressed particular satisfaction at the successful operationalization of the Asaan Khidmat Centre in Islamabad, modeled on Azerbaijan’s ASAN Khidmet service delivery”. At the prime minister’s request, the statement said, “President Aliyev graciously agreed to extend Azerbaijan’s full support and expertise towards the expansion of the Asaan Khidmat network across Pakistan”.
The two leaders also exchanged views on regional developments. The PMO said PM Shehbaz “apprised President Aliyev of Pakistan’s sustained diplomatic outreach and constructive efforts to promote peace, dialogue, and de-escalation in the region”, and that “President Aliyev deeply appreciated Pakistan’s constructive diplomatic efforts to facilitate dialogue, mediation, and de-escalation”. Daily Times reported on 10 October that both sides stressed “the importance of maintaining close contact and holding regular consultations on shared concerns”. The Express Tribune’s Islamabad newsroom said on 11 October that Aliyev had “appreciated Pakistan’s constructive diplomatic efforts” and acknowledged those efforts as important for regional peace, in a news brief. Dawn reported on 11 October that the conversation was a reaffirmation of the strategic partnership.
The Asaan Khidmat track
The Saturday announcement sets a direction for the Asaan Khidmat initiative launched in Islamabad on 15 January 2026 and modelled on Azerbaijan’s ASAN Khidmet service-delivery network. The first Islamabad centre brought NADRA, police, Foreign Office and other public services under one roof; Pakistan’s prime minister toured an ASAN Khidmat centre during a May 2025 visit to Baku, the two governments signed the founding agreement in September 2025, and the Islamabad facility was operationalised in January 2026, as KhabarWire reported.
The nationwide rollout now promised is the next step. Saturday’s PMO statement does not give a date for a second centre, a list of provinces, or a budget. It describes Azerbaijan’s role as “full support and expertise”, a phrase used for the Islamabad centre as well. Both governments have framed the cooperation as a public-service delivery partnership, not a financing partnership: the technical know-how comes from Azerbaijan, while the centres, staff and operating costs sit on the Pakistani side. Pakistan Today, which first reported the nationwide plan as a “top headline” on 11 October 2026, did not name specific new sites or give a launch window.
Trade, investment and a familiar gap on figures
The economic content of the call was framed in general terms. The PMO statement speaks of “expanding economic, investment and commercial partnership” and of the leaders’ satisfaction with the “momentum” in cooperation, but it does not announce a new trade agreement, a fresh investment commitment or a target figure. Daily Times noted that the call “did not announce new trade agreements, investment figures or specific deadlines” and that “further progress will depend on how both governments advance the cooperation discussed during the call”.
The earlier benchmark was set in February 2025 in Baku, when the two governments agreed to raise bilateral investment to about $2 billion in mutually beneficial areas. That target has not been retired, and the Saturday call does not set a new one. Pakistan Today noted that the two leaders last spoke by telephone on 12 May 2026, when they discussed regional developments and efforts to restore peace in the Middle East, and that the prime minister last visited Azerbaijan in May 2025.
Regional diplomacy
The call is the latest in a series of high-level Pakistan-Azerbaijani conversations that, on the Pakistani side, the prime minister has used to set out his mediation work between Iran and the GCC, and between the United States and Iran. Pakistan Today said the prime minister “briefed the Azerbaijani president on Islamabad’s diplomatic outreach to promote regional peace and de-escalation”, and the PMO said Aliyev “deeply appreciated Pakistan’s constructive diplomatic efforts to facilitate dialogue, mediation, and de-escalation”.
Azerbaijan is not a direct party to the Iran–US or the Saudi–Houthi tracks, but Baku has its own reasons to follow Middle East de-escalation. The two countries also share positions on issues in the South Caucasus, and the Pakistani readout cast the regional conversation in those terms. The Saturday call does not break new ground on those files, but it signals that Pakistan’s mediation diplomacy remains an active channel between the two capitals.
What is still uncertain
- No date, list of provinces or budget has been published for the nationwide Asaan Khidmat rollout. The PMO statement confirms Azerbaijan’s “support and expertise” but leaves the schedule, scope and provincial sequencing to be decided by Pakistani authorities.
- The call did not include any new trade agreement, financing facility or investment target. The $2 billion investment benchmark from the February 2025 Baku visit remains the most recent public figure for the bilateral investment ceiling, and there is no public update.
- There is no public readout of any operational reform inside the Islamabad centre since the January 2026 launch — service volumes, user numbers, the working of the one-window counter — and the rollout discussion does not change that.
- The regional conversation in the readout refers to Pakistan’s mediation diplomacy without naming a specific track; which file the call touched on (Iran-US, Iran-GCC, the South Caucasus or another) is not stated in the public record.
